If it was acting up when you had it at the Ford dealer I would think they would be able to diagnose the concern. I am not there diagnosing the concern somebody else is. If it were me I would have replaced the smart junction box and your problem would have been resolved on your first visit.

The head lamps are computer controlled by the SJB . Your best bet mite be to take your vehicle to a qualified repair shop. On a 2003 Expedition, the sjb (smart junction box) is located on the inside passenger's side kick panel below the glove box. It is most easily accessed by opening the glove box and squezzing the limiting tabs on each side so the glove box can open fully and tilt forward.
